SAMRIDH Himachal Vision 2045

The vision document for Himachal Pradesh, developed over a year of consultations across the state. Two HITA advisers curated the process.

Context

In 2025, the Government of Himachal Pradesh started work on a long-term development vision for the state. The state faces real pressures: a fragile mountain ecology, a young workforce, and an economy exposed to climate change. The SAMRIDH Himachal process was set up to work out what the state should aim for over the coming decades.

HITA’s role

Two HITA advisers curated the vision development process end to end, working through GIZ in its initial stage. The process was anchored by the Manmohan Singh Himachal Institute for Public Administration (HIPA) and overseen by the Chief Secretary of Himachal Pradesh. HITA supported the overall process architecture and coordination, the establishment of the Project Management Unit, and the management of the thematic structure through which the vision was developed.

The process

The consultative architecture was deliberately broad and deep:

  • 8 Thematic Groups, each headed by a departmental Secretary to the Government of Himachal Pradesh
  • 32 sub-groups working beneath them on specific sectors and questions
  • An intensive, year-long consultation involving civil society, communities, the private sector, high-net-worth individuals, and government agencies and departments across the state

Vision documents often fail because they are written for governments rather than with them. This one was written inside the administration, with the departments that own the programmes and budgets involved from the start.

Outcomes and status

The report is due to be launched by the Chief Minister in July 2026. Some ideas from the process are already showing up in departmental plans. Our Palampur work and our Union Budget analysis both grew out of priorities identified here.
